How is CEM Uniquely Qualified in EM?

MITRE has a long and distinguished history of helping government organizations in both the military and civilian sectors achieve their modernization goals. At CEM, we know that modernizing the IRS (or any other large and complex organization) requires more than managing and updating technology—or merely managing business processes, resources, organizational culture, and strategy. When modernization initiatives are rolled out piecemeal across an organization, the enterprise as a whole risks retaining out-of-date business processes that are stove-piped, inefficient, redundant, inconsistent, incompatible, and non-interoperable.

CEM recognizes that enterprise modernization requires an enterprise perspective: looking at the whole problem on a scale that encompasses an entire enterprise. Enterprise modernization requires integrating business and technical solutions to change the way a huge organization conducts complex operations, helping it improve mission performance, satisfy customers, and respond to changing business needs and technological advances. In applying an enterprise perspective to our work for the IRS and other agencies, we guide the development of capabilities that build on, expand, and promulgate the leadership, organizational structure, and methods put in place to support modernization.

For example, to weave modernization into the fabric of an agency, CEM helps organizations build capability in investment decision-management and portfolio definition.

In addition, to establish and maintain a true enterprise-wide perspective across an agency and its business processes, we help the organization develop an enterprise architecture (EA). An EA is a blueprint that guides investments in large system development and acquisition efforts and shapes operational and technological change. It is also a strategic asset that helps an agency define both its mission and the business processes needed to support that mission.

CEM helps agencies manage modernization over the long haul and instill the perception of modernization as a way of life. We also assist in building capabilities in governance, program management, and release assurance and management. In addition, we support consistent collaboration between an agency and its prime contractor. The solutions CEM develops for modernization cut across both the enterprise and each individual program’s life cycle, from strategic planning to deployment to ongoing operations. To help our customers meet their significant challenges, we work with each agency to help it:

  • Develop an updated enterprise architecture to inform investment decisions and guide the agency's program over the long term.
  • Select and manage a prime contractor who will be responsible for accomplishing the work programs
  • Improve its business and management processes and enhance operational performance in a way that will continue to mature over time.
  • Capitalize on advanced technologies in automation, computing, and networking for a set of initial projects that will produce real business results.
  • Create a set of integrated business and technical solutions to carry out agency missions and achieve strategic objectives.
