| Program Strategy and Management Practice CEM's Program Strategy and Management Practice provides strategic, acquisition, and management guidance to agencies undertaking the major step of modernizing their legacy systems using a total enterprise approach. The Practice assists agencies in acquiring prime contracts, establishing effective program management offices, and successfully conducting performance-based contracting. We concentrate on four key areas of support:
In the Acquisition and Contract Strategy and Management area, we focus on establishing strategies for, and guiding agencies through, the process of choosing a prime contractor to assist in executing an enterprise modernization program. (This process typically results in a long-term contract with many task orders.) We ensure that all federal laws and policies are followed, that acquisitions are accomplished in a manner that does not open the agencies to potential protests, and that agencies implement best practices. Once the agency awards the prime contract, the CEM Program Strategy and Management Practice helps customers establish strategies for implementing performance-based contracting. We work with the agency and the prime contractor to establish award and incentive fees that will ultimately lead to the success of the program, preferably at an accelerated rate without degrading quality or incurring additional costs. In the Governance area, we support our customers in developing and implementing the proper governance structure for the executive management of their programs. Establishing the right mix of executive decision-making boards is a key component for achieving success in any modernization program. In the Program and Project Management (PM) area, we assist our customers in establishing and implementing program offices and then executing the various projects. We also help our customers establish the proper management controls and practices. Once those have been established, we guide the customer in executing them and assist in monitoring the prime contractor's execution of its PM practices. The commitment of an enterprise to develop, implement, document, and maintain a defined set of processes to guide acquisition, program management, cost control, software development, and systems engineering is an ambitious task. Therefore, in the Process Improvement area, we assist our customers in establishing the underlying policies, processes, and procedures to manage this undertaking. We help them monitor and modify existing processes and collect and analyze data on organizational performance. Most often, we support our customers in achieving at least Level 2 of the Software Engineering Institute's Software Acquisition Capability Maturity Model®, which is generally crucial to the continued funding of an agency's modernization program.
