Management Transformation and Enterprise Services

One of the unique strengths that MITRE brings to this arena is our ability to collaborate openly across the company, applying solutions developed for one homeland security mission partner to the challenges faced by others.

To support the DHS' mission to act as one enterprise, with a shared vision, and integrated, results-based operations, HS SEDI's Management Transformation and Enterprise Services (MT&ES) work portfolio strives to improve the sponsor's mission capabilities by applying systems engineering and acquisition best practices. This enables our sponsor to achieve its goals of effective, efficient management, seamless information sharing, enterprise portfolio management, and security services. The MT&ES portfolio integrates across all five DHS missions outlined in the Quadrennial Homeland Security Review (February 2010):

• Mission 1: Preventing Terrorism and Enhancing Security
• Mission 2: Securing and Managing Our Borders
• Mission 3: Enforcing and Administering Our Immigration Laws
• Mission 4: Safeguarding and Securing Cyberspace
• Mission 5: Ensuring Resilience to Disasters

This work portfolio emphasizes enterprise architecture, modeling and simulation, performance metrics, policy, information assurance, and governance development. Additionally, through this partnership, we support the development, sustainment, and improvement of enterprise services, processes, policies, and systems to improve standardization, integration, and visibility across DHS.

How MITRE Is Helping

• Information Technology Acquisition: A Common-Sense Approach. MITRE CEO Al Grasso reflects on three critical challenges facing IT acquisition: governance, requirements management, and program management practices.
  
  
• Designing a 21st Century Federal Agency to Deliver High Value to the Public. MITRE's research initiative, Agency of the Future, aims to transform how the government does business. The team is exploring ways to help decision makers harness technology and enhanced collaboration techniques—all in the name of better customer service.
  
  
• The 2010 Census: Making Systems Engineering Count. As part of its preparations for the 2010 Census, the Census Bureau asked MITRE for systems engineering support to increase the efficiency of its operations and improve the accuracy and reporting of census data in preparation.
  
  
• Post-9/11 GI Bill Helps Department of Veterans Affairs Extend Education Benefits. The Post-9/11 GI Bill provides veterans with full funds to attend a public undergraduate program for four years, and MITRE provided the Department of Veterans Affairs with assistance in getting this new benefits program off the ground.
