Mr. Richard J. Byrne Vice President Command and Control Center With MITRE since 1990, Mr. Byrne has held a variety of positions supporting the Air Force and DoD. Most recently, he was the vice-president for all Air Force programs. Previously, he was the technical director for the Air Force Electronic Systems Center and the executive director of innovation, where he led efforts on warfighter rapid prototypes and deployments. His previous role was executive director for Networks and Information Integration overseeing critical communications and networking programs for terrestrial, air, and space missions. As executive director of resources, Mr. Byrne managed more than 1,200 staff chartered to build next-generation integrated command and control systems. He directed several technical skill centers (sensors, microelectronics, communications and networking, information technologies, and systems engineering). As technical director of Communications and Networking, he oversaw the design of next-generation communications, networking, and navigation systems. As department head of Communications and Rapid Prototyping, he led radio activities for military, national, and international needs. Prior to joining MITRE, Mr. Byrne was a founder and engineering manager at VTC, a semiconductor startup in Bloomington, Minn., where he led the design and production release of more than 150 products over five years. From 1980 to 1985, Mr. Byrne worked as the technical manager of VLSI Design Methods for telecommunication at ITT's Advanced Technology Center in Shelton, Conn., where he designed custom, ASIC, standard cell, and gate array products and advanced CAD tools. Mr. Byrne received a bachelor's in electrical engineering and a master's in electrical engineering and computer science from the Massachusetts Institute of Technology. He is a 2006 graduate of the Harvard Business School General Management Program, where he was elected the class speaker. A member of the IEEE and the Armed Forces Communications and Electronics Association (AFCEA), Mr. Byrne sits on the Board of the AFCEA Lexington-Concord Chapter. He received the 2006 AFCEA International Meritorious Award for Engineering and the 2004 AFCEA International Golden Link Award. He served as the chairman of the Semiconductor Research Corporation's Design Sciences Board for two years and helped create the first International Technology Roadmap for Semiconductors.
