Mr. Richard Byrne Senior Vice President and General Manager
Mr. Richard Byrne is the senior vice president and general manager of The MITRE Corporation's Command and Control Center (C2C), one of two operating centers within the National Security Engineering Center (NSEC), a federally funded research and development center sponsored by the Department of Defense (DoD). The C2C serves MITRE's DoD sponsors and focuses on developing joint command, control, and communications systems. Mr. Byrne is responsible for the definition and execution of MITRE's C2C strategy within the Air Force, Army, Navy, Marines, and joint defense programs, including portfolio-shaping and customer engagement. Concurrent with his C2C responsibilities, Mr. Byrne also serves as deputy director of the NSEC. In this role, he focuses on strategic planning and work program-shaping in alignment with the NSEC annual program plan. Additionally, he shares responsibility for cost and resource management functions. Previously, Mr. Byrne was a vice president in MITRE's Center for Integrated Intelligence Systems, the second operating center within the NSEC. In this role, he directed MITRE's work on behalf of the U.S. intelligence agencies, military intelligence organizations, and the combatant commands, with a particular emphasis on integration topics. With MITRE since 1990, Mr. Byrne has held a variety of positions, primarily supporting the DoD. He has been a vice president in the C2C, where he oversaw the technical centers, research programs, and other engineering resources to promote innovative solutions for problems of national importance. Prior to this, Mr. Byrne managed the Center's Air Force programs. He also served as the technical director for the Air Force Electronic Systems Center and as the executive director of Innovation, where he led efforts on warfighter rapid prototypes and deployments. Other past roles include executive director for Networks and Information Integration, executive director of Resources, and department head of Communications and Rapid Prototyping. Prior to joining MITRE, Mr. Byrne was a founder and engineering manager at VTC, a semiconductor startup in Bloomington, Minn., where he led the design and production release of more than 150 products over five years. From 1980 to 1985, Mr. Byrne was the technical manager of VLSI Design Methods for telecommunication at ITT's Advanced Technology Center in Shelton, Conn., where he designed custom, ASIC, standard cell, and gate array products and advanced CAD tools. Mr. Byrne is a member of the IEEE and the Armed Forces Communications and Electronics Association (AFCEA) and received the 2010 AFCEA International Benjamin H. Oliver Gold Medal for Engineering, the 2006 AFCEA International Meritorious Award for Engineering, and the 2004 AFCEA International Golden Link Award. He served as the chairman of the Semiconductor Research Corporation's Design Sciences Board for two years and was a contributor to the first International Technology Roadmap for Semiconductors. Mr. Byrne received a bachelor's degree in electrical engineering and a master's degree in electrical engineering and computer science from MIT. He is a 2006 graduate of the Harvard Business School General Management Program, where he was elected class speaker.
