Government-Directed Transfers Move Technology into Commercial Hands

Uncle sam with computer chip in handWhen MITRE creates an operational prototype, the government sponsor may hire a contractor to develop and implement the final production version of that system. In these situations, MITRE might work closely with the contractor in a government-directed transfer relationship. In this type of technology transfer, which usually involves a very complex technology needing a high level of interaction from the initial development team, the government sponsor funds MITRE’s continued involvement in the ongoing development process.

This is a mechanism that allows MITRE to support development activities when our role would normally be over. The government sponsor and industry contractor benefit from our continued interaction/collaboration, and our staff gains valuable experience working with a production system.

MITRE has worked with industry contractors in government-directed transfer relationships numerous times. Some examples of efforts developed through these relationships include the High-Level Architecture for the Department of Defense, which allows a simulation developed for one defense-related purpose to be applied to another purpose, and makes it possible to combine existing simulations and models to create new, larger simulations; the User Request Evaluation Tool for the Federal Aviation Administration, a tool that helps air traffic controllers detect and avoid mid-air conflicts; and a variety of Global Positioning System technologies, which are being developed for numerous military and civilian applications.
