Experts in the Field - 2008 MITRE staff frequently appear at industry conferences and symposia to present papers, serve as panelists, stage lectures, or lead sessions. Betsy Cogliano Discusses MITRE's Knowledge Management Initiative Bristol, TN, December 2008 Information management senior principal Betsy Cogliano's presentation, "KM guidance at MITRE," was featured in the Montague Institute Review, a monthly Web journal consisting of original articles on a wide range of information management topics. Cogliano discussed MITRE's recent knowledge management initiative and described the company's focus on collaboration and knowledge sharing—facilitated by the employee intranet and CommunityShare, the corporation's application of SharePoint. While these tools help employees manage and search for information, a recent survey revealed the need for more guidance about how to effectively manage information and how to most effectively use all available tools. Working with Subject Matter Experts (SMEs) in each area, Cogliano and her team created Knowledge Management Guidance. The resulting Seven Essential Steps to MITRE Information Management helps employees effectively manage information assets, comply with information policy, and understand the breadth of tools and services available to them. MITRE Engineer Gives Advanced Imaging Presentation Baltimore, MD, November 2008 Ravi Athale, principal multi-discipline systems engineer and head of MITRE's Emerging Technologies Office, gave a presentation on advanced imaging at the Optoelectronics Industry Development Association's (OIDA) 17th Annual Forum held in Baltimore, Md., November 19 and 20. The OIDA is a not-for-profit association that serves as the nexus for vision, transformation, and growth of the optoelectronics industry. Optoelectronics is the branch of physics that studies the interaction of light with electronic devices. Athale described new directions in imaging systems driven by the move from film to silicon-based charged coupled device (CCD) and complementary metal oxide semiconductor (CMOS) image recording technologies. He speculated that future applications could result by morphing cameras into ubiquitous sensing devices for health, security, and consumer applications rather than one for taking photographs. MITRE's Nigel Smith Elected to SUIRG Board of Directors Punta Gorda, FL, October 2008 MITRE principal communications engineer Nigel Smith was elected to the Board of Directors of the Satellite Users Interference Reduction Group (SUIRG), a non-profit organization based in Punta Gorda, Fla., SUIRG is "an international assembly of parties with representation from both the private and public sector organized to combat the increasing and costly problem of satellite RF interference." Its members disseminate information and advocate programs to reduce incidents of radio frequency interference. MITRE Engineer Named to Certification Commission for Healthcare Information Technology Chicago, IL, September 2008 Joy G. Keeler, a principal in health information technology at MITRE, was appointed to the Certification Commission for Healthcare Information Technology. Keeler and seven other newly appointed commissioners will serve a two-year term on CCHIT's 21-member board beginning in October. CCHIT is a recognized certification body (RCB) for electronic health records and their networks, and an independent, voluntary, private-sector initiative. MITRE Engineer Gives Social Bookmarking Presentation Boston, MA, September 2008 Artificial Intelligence Engineer Laurie Damianos discussed MITRE's social bookmarking system, known as onomi, at the Boston KM (Knowledge Management) Forum. Her presentation—Tag Me! Social Bookmarking in the Enterprise—explored the utility of social bookmarking in a closed corporate environment, including how social bookmarking is being used at MITRE, who is using it, and why. The Boston KM Forum, Inc., a community of practice for people working in the field of knowledge management, offers an environment for the exchange of ideas, best practices, and business opportunities. MITRE Engineer Elected President of HR Leadership Forum Washington, D.C., June 2008 Principal multi-discipline systems engineer Dan Ward has been elected president of the HR Leadership Forum (HRLF) for 2008-2009. HRLF, the Washington area affiliate of the international Human Resource Planning Society, is a professional association comprised of greater Washington metropolitan area senior HR professionals and organizational leaders responsible for human capital management. Chief Engineer for Information Security Addresses Defense Conference Arlington, VA, June 2008 Bill Neugent, MITRE Fellow and chief engineer for cybersecurity, gave a briefing at the Institute for Defense and Government Advancement's Cyber Security for National Defense conference in Arlington, VA, on June 25. Neugent discussed the need for the U.S. military, government, and industry to rethink the way they look at defending their information and operations against potential cyber attacks. He stressed the shift from keeping attackers out of systems to preparing to operate in a "cyber-degraded environment"—on the assumption that attackers are capable of penetrating initial defenses. MITRE Engineer Speaks at Digital Asset Management & Marketing Operations Symposium New York, NY, May 2008 Mary Lynne Nelson, MITRE principal information systems engineer, was a speaker on the "Expert Roundtable: DAM Procurement Best Practices" at the 2008 Digital Asset Management & Marketing Operations Symposium in New York City. MITRE Engineer on Panel: The State of Homeland Security Washington, DC, April 2008 Barbara A. Grewe, MITRE principal multi-discipline systems engineer, senior policy advisor, and former senior counsel for special projects, 9/11 Commission, served as one of two panelists at the Center for American Progress' event, The State of Homeland Security. Grewe and Daniel B. Prieto, senior fellow for Homeland Security and Intelligence at IBM's Global Leadership Initiative, discussed the evolution of homeland security, challenges at the federal, state, and local government levels and in the private sector, and emerging issues facing the new administration and the 2009 Congress. Congressman Bennie G. Thompson (D-MS), chairman, House of Representatives Committee on Homeland Security, also delivered remarks. MITRE Engineer Discusses Federal "Brain Drain" McLean, VA, February 2008 Gabriel F. Galvan, a principal information systems engineer with MITRE's Center for Enterprise Modernization, gave a presentation at the Northern Virginia Technology Council's Business to Government Committee panel discussion: "The Federal 'Brain Drain'—Using Outsourcing and Knowledge Management Strategies to Ease the Pain." Galvan raised key challenges facing the federal government workforce in the next decade, namely that sixty percent of the federal workforce and ninety percent of the Senior Executive Service will be eligible for retirement during the next ten years. Retirements are projected to peak in 2009, with an estimated 62,000 per year. Galvan discussed the need for integrated strategic human capital planning to attract and retain employees, including using technology to simplify and streamline the recruiting, retention, and training processes. Two MITRE Engineers Elected to the Institute of Navigation's Executive Committee Fairfax, VA, February 2008 Chris Hegarty, director for spectrum management at MITRE, and John Betz, a MITRE fellow, have been elected to the Institute of Navigation's (ION) Executive Committee. The ION is a non-profit professional society dedicated to the advancement of the art and science of navigation. Hegarty, who was elected president, is a long-time ION Council member and was inducted as an ION Fellow in 2007 (the highest honor awarded at the Institute) for "sustained contributions to the art and science of satellite navigation and for consistently demonstrating outstanding technical professionalism on GPS modernization, applications and augmentations." Betz, elected treasurer, is also an ION Fellow and has chaired sessions at many ION conferences. He has served as the treasurer of ION's Satellite Division since 2006. MITRE Engineer Named Among Team of Winners of Edward M. Kennedy Award for Healthcare Innovation Boston, MA, January 2008 MITRE engineer Glenn Himes, PhD, was named among the winners of the Center for Integration of Medicine and Innovative Technology's Edward M. Kennedy Award for Healthcare Innovation. Himes, executive director of MITRE's civilian agencies mission, is part of a national team of doctors and scientists who comprise the Medical Device PnP Program, also known as Plug-and-Play. The team, led by Massachusetts General Hospital's Julian M. Goldman, MD, designed technology to ensure interoperability of systems in the operating room and other hospital areas, with the objective to link devices and electronic systems and minimize mistakes. National Institute of Standards and Technology's Federal Desktop Core Configuration Implementers Workshop Gaithersburg, MD, January 2008 Drew Buttner, a lead information security engineer/scientist at MITRE, spoke at the National Institute of Standards and Technology's 2008 Federal Desktop Core Configuration (FDCC) Implementers Workshop. Buttner discussed specific software settings that can only be updated and checked manually, which can slow down federal agency reporting and compliance efforts required by the Office of Management and Budget for all federal desktop computers.
