MITRE in the News - 2011 Georgetown Journal of International Affairs Article Title: "The Stuxnet Enigma: Implications for the Future of Cybersecurity" "...There are several valuable lessons that policy leaders can glean from the development and deployment of the Stuxnet worm. In order to begin a dialogue about what the virus means at a national policy level and to mitigate the risk of a similar virus attacking other infrastructures, policymakers must recognize that current security measures may not be sufficient to guard against a sophisticated cyber assault of this type. [MITRE Principal Information Security Engineer Irving Lachow]..." Air & Space Power Journal Article Title: "Cursor on Target: Inspiring Innovation to Revolutionize Air Force Command and Control" "...In this article, [former MITRE Sr. VP] Ray Shulstad tells a compelling story of the power of technology inspired by a concept of operations that puts technology to work directly for commanders—no endless list of requirements, no overreach for impossible technology. Using a simple organizing principle of 'cursor on target' allowed everyone to visualize the same goal and focus on a comprehensive solution. There is no better example of engineers, industry, operators, and commanders being on the same page and delivering technology that has saved many lives on the battlefield. [Gen John P. Jumper, USAF, Retired]..." DHS Releases White Paper Exploring Options for Improved Cybersecurity On March 23, 2011, the U.S. Department of Homeland Security (DHS) released a white paper, "Enabling Distributed Security in Cyberspace" on the DHS blog. Like naturally occurring ecosystems, a cyber-ecosystem comprises a variety of diverse participants—private firms, non-profits, governments, individuals, processes, and cyber devices (computers, software, and communications technologies)—that interact for multiple purposes. Intelligent adversaries exploit vulnerabilities and create incidents that propagate at machine speeds to steal identities, resources, and competitive advantages. The rising volume and virulence of these attacks have the potential to disrupt our national security, severely degrade our economic capacity and threaten basic services that underpin our way of life. To help address the cybersecurity challenges faced by our nation, DHS has taken a lead role in addressing these threats, vulnerabilities, and risks through the release of this paper. The paper explores technical options for creating a safer, more secure and resilient network of networks. Specifically, it looks at how prevention and defense can be enhanced through three security building blocks: automation, interoperability, and authentication. According to Philip Reitinger, Deputy Under Secretary, National Protection and Programs Directorate, if these building blocks were incorporated into cyber devices and processes, cyber stakeholders would have significantly stronger means to identify and respond to threats—creating and exchanging trusted information and coordinating courses of action in near real time. As operator and manager of the Homeland Security Systems Engineering & Development Institute (HS SEDI™) FFRDC, MITRE is proud to have partnered with DHS on the development of the discussion paper, exploring the idea of a healthy, resilient—and fundamentally more secure—cyber-ecosystem of the future, in which cyber participants are able to work together in near-real time to anticipate and prevent cyber-attacks, limit the spread of attacks across participating devices, minimize the consequences of attacks, and recover to a trusted state.
