MITRE Holds Meeting on PerformanceStat

MCLEAN, Va., March 24, 2011 — The MITRE Corporation recently hosted a meeting with stakeholders from academia, non-profit organizations, and city, state, and federal government to discuss solutions and challenges to meeting increased accountability and reporting requirements. PerformanceStat, a family of performance management models that is data-driven and focused on results, was the focus of the meeting. More than 100 people participated in the free event, held February 28 on MITRE's McLean, Va., campus.

"The increased emphasis on government accountability and transparency is impacting all facets of government, including the layering of additional performance measurement, monitoring, and reporting responsibilities," said Kevin Buck, principal economics and business analyst with MITRE and lead organizer of the meeting. "Our goal in bringing national stakeholders together was to provide a forum to examine government performance management challenges and, most importantly, best practices."

The event included briefings about BridgeStat of Cambridge, Mass., Baltimore CitiStat, Washington State Government Management and Accountability Performance, and MITRE's Transparency and Accountability (TRACLite) research, among others. John Kamensky of IBM's Center for the Business of Government moderated the panel discussion, Lessons for Adapting PerformanceStat at the Federal Level.

According to Michele Steinbach, lead economics and business analyst with MITRE and a co-organizer of the event, several themes emerged from participants with front-line experience implementing PerformanceStat, namely that using this model forces and fosters a culture of accountability in organizations; the goals for PerformanceStat are to improve collaboration, cultivate creative problem-solving based on data, and to focus on outcomes; strong executive leadership and visible support is critical to success; and success is driven by common principles such as accurate and timely data shared by all, the rapid re-allocation of resources to solve problems, and persistent follow-up and assessment to ensure implemented actions are achieving desired results.
