MITRE Employees Honored for Achievements in STEM

MCLEAN, Va., November 23, 2011 — Five employees of The MITRE Corporation were recently recognized for their technical and leadership accomplishments at the 16th annual Women of Color STEM (Science, Technology, Engineering, and Math) Conference held in Dallas from November 3-5. Miyoun (Mimi) Dobbs received the Managerial Leadership-Industry award; Christine Brown, Emilie Chow, and Dr. Pamela Thornton were named Technology All Stars; and Chun Ma was named a Technology Rising Star.

Sponsored by Career Communications Group, Inc., the national conference honors women of color who demonstrate excellence in the STEM fields, leadership in their workplace and communities, and a commitment to encouraging young women to pursue science and technical careers.

"These five award winners contribute extraordinary talent and expertise to help MITRE's government sponsors and customers solve some of the nation's most complex challenges," said Dr. Lisa Bender, vice president and chief human resources officer at MITRE. "They also share their time and talent with young women, helping to cultivate the next generation of STEM leaders."

Miyoun (Mimi) Dobbs

Dobbs is assistant director of the International division in the Center for Advanced Aviation System Development (CAASD), the federally funded research and development center MITRE operates on behalf of the Federal Aviation Administration. In leading CAASD's civil aviation work in India, Singapore, Korea, Thailand, Malaysia, Nepal, Sri Lanka, and Vietnam, Dobbs cultivates partnerships and manages projects to redesign and modernize the airport, airspace, and air traffic management systems and procedures in these fast-growing aviation markets. She provides technical consulting in airspace capacity analysis and modernization, Performance-Based Navigation (PBN) implementation and training, Communications Navigation Surveillance/Air Traffic Management planning and implementation, aviation safety improvement, airport operations and management, and systems and information integration.

For the past decade, Dobbs has guided Singapore's air transportation system modernization, implementing PBN and training specialists in PBN procedures. She recently led an airspace safety analysis project for the Lotte Super Tower, which, when built, will be the tallest building in Korea and the second tallest in the world. She earlier led a project to analyze the capacity of the Delhi and Mumbai Airports in support of the Airports Authority of India (AAI), which resulted in the implementation of PBN and other advanced aviation technologies. Currently, she is leading a Global Positioning System-Aided Geostationary-Augmented Navigation (GAGAN) certification support project for AAI. When certified, GAGAN will be one of only four Space Based Augmentation Systems in the world.

With MITRE since 1999, Dobbs serves her community through the school system and community betterment activities. She holds an MBA in marketing from George Washington University and a bachelor's in fine arts from Seoul National University.

Christine Brown

Brown is a lead information systems engineer in MITRE's Center for Connected Government, which works to more effectively address critical national priorities and integrate across the company's expanding portfolio of civilian agency programs. In her role leading Security Assessment teams supporting the Centers for Medicare & Medicaid Services, she is responsible for testing and validating the secure configuration of computer applications and identifying and correcting potential vulnerabilities. Her work has contributed to best practices used for conducting other federal agency assessments. Brown is a subject matter expert in Citrix and Microsoft Windows configurations and a Certified Information Systems Security Professional.

Brown joined MITRE in 2007. Active in charities that provide international disaster relief, medical services, and micro-lending to help alleviate poverty, she recently launched a grassroots project to provide computers and laptops to new graduates of a teachers college in rural Jamaica. She holds a master's and a bachelor's in information systems management, information assurance from University of Maryland University College.

Emilie Chow

Chow is a multi-discipline systems engineer in MITRE's National Security Engineering Center, the federally funded research and development center the company operates on behalf of the Department of Defense. As an analyst and linguistics expert, Chow conducts open source intelligence research in support of malicious software threat detection and nationally important cyber events. Her analyses provide the government with critical and timely knowledge to assist in their response to cyber activities.

With MITRE since 2009, Chow is a regular volunteer with the National Multiple Sclerosis Society's Washington, D.C., chapter, for which she helps raise funds through walkathons. She holds an MBA with a concentration in healthcare management and a bachelor's in business.

Pamela Thornton

As a principal multi-discipline systems engineer and healthcare advisor in the Center for Connected Government, Dr. Thornton has served in key roles on health education, disparities, and organizational change management projects for several federal agencies, including the Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), and the Department of Veterans Affairs (VA). She is currently the project leader for a VA project designed to develop an infrastructure to increase the number of veterans in the VA workforce and promote their career development. In this effort, she and her team coordinate strategic activities for performing strategic planning, communications, and project management.

Dr. Thornton earlier helped lead a two-year organizational change management effort for the CMS Enterprise Data Center Group, which processes insurance claims for beneficiaries who receive services from more than one million health care providers. Following Hurricanes Katrina and Rita, she played a lead role in supporting the HHS Office of the Assistant Secretary for Preparedness and Response to examine coordination challenges and data requirements for effective emergency preparedness and response in the healthcare sector, including considerations for underserved populations.

An active volunteer and mentor, Dr. Thornton served as treasurer and chair of the finance committee for the George Washington University Hospital's Women's Board, a not-for-profit organization that represents the hospital's charitable interests. She is currently president of the board. Dr. Thornton also served on a MITRE volunteer team that mentored a team of high school students that won the annual Biomedical Competition co-sponsored by the National Institutes of Health and the Patriots Training Center. Dr. Thornton is a W.K. Kellogg Foundation Health Disparities Scholar alumna. She holds a doctorate in social work from the University of Maryland Baltimore, a master's in social work from Catholic University of America, and a bachelor's in English and psychology from Howard University. She completed postdoctoral studies in health disparities at the University of Michigan.

Chun Ma

A lead information systems engineer in the Center for Connected Government, Ma supports a variety of federal agencies—the IRS, the U.S. Department of Agriculture (USDA), and the Department of Defense (DoD)—with data warehousing, data architecture, business intelligence, data quality, and data modeling. She played a key role in building the prototype for the database and reporting interface for the IRS Earned Income Tax Credit project and developed a technical guide to the prototype. She provided technical guidance to improve the reporting and testing capabilities of the USDA's Web-Based Supply Chain Management Program, which supports the agency's commodity price support, surplus removal, and nutrition assistance programs. Similarly, she helped develop a content management system prototype for the DoD's new Medical Education and Training Campus.

Ma joined MITRE in 2008. She is a volunteer assistant with the Chinese Sunday School in Chantilly, Va. She is active with the Girl Scouts and is a regular volunteer at Oak Hill Elementary School in Herndon, Va., where she reads to students and presents an art topic every month. Ma holds a master's in systems engineering from George Mason University and a bachelor's in electrical engineering from Xi'an Jiaotong University in China.
