MITRE Appoints Barbara Toohill Vice President and Director of the Homeland Security Systems Engineering and Development Institute FOR IMMEDIATE RELEASE: MITRE Contacts: Jennifer J. Shearman Karina H. Wright MCLEAN, Va., March 30, 2011 — MITRE Chairman of the Board Dr. James Schlesinger and President and CEO Mr. Alfred Grasso are pleased to announce the recent appointment of Ms. Barbara Toohill as vice president and director of the Homeland Security Systems Engineering and Development Institute (HS SEDI™). A federally funded research and development center (FFRDC) sponsored by the U.S. Department of Homeland Security (DHS), the HS SEDI provides systems engineering expertise and acquisition strategy advice to major programs to improve enterprise policies, processes, and tools to more efficiently and effectively deliver mission capabilities to ensure the nation's security. MITRE operates the HS SEDI through its Homeland Security Center (HLSC). As director, Ms. Toohill, who was most recently deputy director of the HLSC, will provide strategic business direction and oversee operations and resource management. Ms. Toohill brings to her new role more than 30 years of experience as a strategist, leader, and systems engineer on critical, large-scale federal systems and initiatives. She has worked with DHS since its inception and led MITRE's support for a variety of the department's programs, including the US-VISIT Program, the Secure Border Initiative, and U.S. Citizenship and Immigration Services. "Barbara is highly respected at MITRE and within the homeland security community," said Grasso. "Her deep technical knowledge, her understanding of the complexities facing DHS, and her ability to build strong partnerships will continue to be a tremendous asset to MITRE and to the Department." Prior to supporting DHS, Ms. Toohill was the program manager for the IRS Business Systems Modernization Program and for Tax Administration Applications, both in MITRE's Center for Enterprise Modernization, the FFRDC sponsored by the IRS and co-sponsored by the Department of Veterans Affairs. In these roles, she provided technical evaluation and acquisition support to the IRS, including oversight for the e-filing program. From 1980 to 1996, Ms. Toohill held positions of increasing responsibility in MITRE's information technology and artificial intelligence organizations, focusing on strategies for advanced command and control systems and incorporating modeling and simulation, artificial intelligence, and networking technologies. Major initiatives under her leadership included developing system protocols to integrate diverse Department of Defense simulation systems and environments, building natural language and machine translation systems to speed and improve intelligence processing, and establishing common geographic data and mapping standards. In 1996, Ms. Toohill became vice president of Professional Services at Concept Five Technologies, where she developed and led practices in the areas of intranets, e-business, and pharmaceutical applications. She rejoined MITRE in 2000. Ms. Toohill holds a master's degree in computer science from George Mason University, a master's degree in technology management from American University, and a master's degree in Library and Information Science from Catholic University. She holds a bachelor's degree from Allegheny College.
