MITRE Announces Leadership Appointments

MCLEAN, Va., April 25, 2012 — The MITRE Corporation recently announced several new leadership appointments designed to enhance the company's ability to serve its government sponsors and customers.

  • Gary Gagnon has been appointed senior vice president and chief security officer (CSO).
  • Lillian Zarrelli Ryals has been appointed vice president and deputy general manager of the Center for Advanced Aviation System Development (CAASD), the federally funded research and development center (FFRDC) that MITRE operates for the Federal Aviation Administration (FAA).
  • Karen Quinn-Quintin has been appointed vice president and chief human resources officer.
  • Raymond Haller, senior vice president, has been named general manager of the Center for Integrated Intelligence Systems (CIIS), one of two operating centers within the National Security Engineering Center (NSEC), the FFRDC sponsored by the Department of Defense (DoD). He was also named deputy director of the NSEC.
  • Richard Byrne, senior vice president and general manager of MITRE's Command and Control Center (C2C), has been named deputy director of the NSEC.

"I'm pleased to announce these changes and appointments," said Alfred Grasso, MITRE president and CEO. "We've made them with an eye toward the future. I'm confident that we will continue to serve our sponsors with distinction, while more closely integrating our activities across the company."

In the newly created role of CSO, Gagnon, a widely recognized expert in cyber crime countermeasures and critical infrastructure security, will perform multiple interrelated roles covering the protection of critical assets and information. He will direct all aspects of corporate security operations, including information, physical, and special security. He will continue to develop the company's cyber security strategy and implement all cyber work program activities across MITRE's FFRDCs.

Ryals, who has more than 30 years of experience working in the aviation sector across a broad range of National Airspace System modernization and operations activities, has been leading CAASD's work in air traffic management, communication navigation and surveillance, system operations, safety, and security for the FAA. She will focus on strategic planning, sponsor and stakeholder engagement, and work program oversight. Ryals will also continue her role as corporate lead for the Next Generation Air Transportation System (NextGen), aligning MITRE's NextGen work across multiple government agencies.

Quinn-Quintin comes to MITRE from Covidien, a Massachusetts-based healthcare company, where she was senior vice president of human resources. She succeeds Lisa Bender, who recently retired after more than 15 years with MITRE.

"From the beginning, Lisa advocated for many of the programs that have advanced our ability to provide an award-winning work environment for our employees," said Grasso. "She leaves a lasting legacy."

The NSEC leadership changes follow the retirement of longtime executive Robert Nesbit, senior vice president and general manager of the CIIS, who was at MITRE for 38 years.

"Bob's contributions over four decades of service are most impressive," said Grasso. "He was instrumental in shaping MITRE's work in support of a broad range of Intelligence Community organizations. His colleagues and our sponsor community will miss him. He has served MITRE, our sponsors, and our nation with distinction."

The NSEC's two operating centers—the CIIS and the C2C—support a diverse set of customers, including the military departments, defense and intelligence agencies, the combatant commands, and elements of the Office of the Secretary of Defense and the Office of the Joint Chiefs of Staff. Grasso, who will assume the additional role of director of the NSEC, will be working closely with the DoD, primary sponsor of the NSEC, to ensure delivery of transformational solutions for its customers.

As general manager of the CIIS, Haller will be responsible for the direction of research, development, and system acquisition support of advanced intelligence and information systems. He will also oversee integration activities of the NSEC as deputy director, an extension of his earlier role as director from 2007 through this March.

Byrne is responsible for the definition and execution of MITRE's C2C strategy within the Air Force, Army, Navy, Marines, and joint defense programs. Concurrent with his C2C responsibilities, he will also focus on strategic planning of the NSEC.
