| MITRE Corporation to License Aviation Technology MITRE Contacts: Karina H. Wright Eryn L. Gallagher August 20, 1999 — The MITRE Corporation, at the request of the Federal Aviation Administration, is making the Self-Managed Arrival Resequencing Tool (SMART) available for license. SMART is a prototype software package that enables users, such as airlines, to manage their own arrival flights. Using flight plan and air traffic data, SMART displays the dynamic relationship between demand and capacity at both an airport and the airport's arrival fixes, thus enabling airlines to prioritize and expedite their flights. It was developed as an experimental tool for researching collaborative concepts for air traffic management. In addition to the safety benefits of less congested airspace, SMART has the potential to positively affect the airlines' economic performance. The reductions in holding time en route, for example, have significant effects in reducing operational costs. It is in the interest of the FAA and aviation users that prototypes like SMART be transferred to industry for assessment of their commercial viability and their potential for further development.
