Smart Power The application of Smart Power (SP), including Soft Power and Strategic Communication, is an increasingly important element of national security. In the words of Defense Secretary Robert Gates, (July 2008) "Over the long term, we cannot kill or capture our way to victory. Non-military efforts—these tools of persuasion and inspiration—were indispensable to the outcome of the defining ideological struggle of the 20th century. They are just as indispensable in the 21st century—and perhaps even more so." Smart Power employs an effective blend of coercive, hard power (defensive/offensive boots on the ground) as well as persuasive, soft power (e.g., diplomacy, development). In her Senate confirmation hearing on January 13, 2009, Secretary of State Hillary Clinton commented that "We must use what has been called smart power—the full range of tools at our disposal—diplomatic, economic, military, political, legal, and cultural—picking the right tool, or combination of tools, for each situation. With smart power, diplomacy will be the vanguard of foreign policy." Learn more...
