The Best Papers Awards Committee evaluates papers based on the importance and originality of the work described.

The Best Paper Awards Committee has chosen Roy Bethel's paper "PDF Target Detection and Tracking" as the winner of the 2010 Ronald Fante Best Paper Award. ("PDF" in this context stands for "Probability Density Function.") The paper, coauthored by Benjamin Shapo and Christopher M. Kreucher of Integrity Applications Incorporated, appeared in the July 2010 issue of Signal Processing.

The winning paper describes a computationally efficient approach to detecting and localizing single and multiple moving targets in real time. "This paper presents an elegant and rigorous derivation of an approach to target tracking, said Vice President and Chief Technology Officer Steve Huffman, chairman of the Best Paper Awards Committee. "It is an excellent example of developing a processing algorithm founded on theoretical principles in a field where much of their prior work has been based on heuristics."

Bethel initially developed the PDF technique with a discrete implementation in the context of tracking underwater targets while supporting the Passive Tracking Algorithm (PTA) program at the Naval Surface Warfare Center. The 2010 paper first illustrates how the initial PDF approach can be extended to solve the measurement uncertainty-of-origin problem for single targets, and then presents a multiple-target solution based on interactive parallel single target detector-trackers. The results of a simulation that used five detector-trackers to find four targets in a high-clutter environment demonstrate the operation of the PDF technique. Four detector-trackers find the four targets, as indicated by high "target present" confidence measures. The fifth detector-tracker attempts to find a fifth (non-existent) target but correctly fails to do so, as indicated by a low "target present" confidence measure. The success of the PDF technique is due to a strict adherence to a Bayesian approach.

The 2010 competition recognized 44 additional papers with an Incentive Award, while two short papers received a Communications Award:
