Health Transformation: Leadership

The leaders of MITRE's Center for Transforming Health direct our efforts in the field of health transformation. The wide-ranging nature of this work requires staff with equally wide-ranging experience in related disciplines, including systems engineering, medicine, large-scale enterprise modernization, finance, and military and civil agency operations. They coordinate the application of MITRE's capabilities to support the full range of health transformation initiatives.

The Center for Transforming Health team is based within our Center for Enterprise Modernization. However, the team and its leaders take full advantage of MITRE's culture of information sharing and cross-corporate outreach, which gives the team full access to technical and organizational expertise from across the company. This combination of specialized knowledge and general capabilities provides the kind of multiplier effect required for solving the tough healthcare challenges that lie ahead.

Robert D. Jensen

Robert Jensen, Center for Transforming Health Executive Director
As the executive director of MITRE's Center for Transforming Health, Mr. Jensen develops modernization strategies and oversees supporting programs for the Department of Health and Human Services (HHS), Department of Veterans Affairs (VA), and other health-sector clients. Since joining MITRE in 1994, Mr. Jensen has managed and contributed to large-scale programs for the Department of Defense (DoD), the VA, the Department of Homeland Security (DHS), and HHS. He has more than 23 years experience in forming and leading technical and non-technical teams; designing and implementing new and improved systems and processes; and managing large, complex enterprise level programs. He has expertise in project management, system development, and federal acquisition support, as well as experience in a wide-range of technical domains including enterprise analysis, strategic planning, staffing, contracting and negotiations, customer service and client management. For the 12 years before joining MITRE, Mr. Jensen was a United States Marine.

Bruce Gordon

Bruce Gordon, HHS Portfolio Manager
Within MITRE's Center for Transforming Health, Mr. Gordon is the portfolio manager for our support to Health and Human Services (HHS) and its operating divisions. He also leads the enterprise architecture solutions efforts in our Center for Enterprise Modernization. Prior to joining MITRE, Mr. Gordon was a vice president with AMS (now CGI-AMS), where he was responsible for its health plan services practice, and he served as the vice president for management information services at the New York Insurance Exchange. Mr. Gordon holds an undergraduate degree in mathematics from the City University of New York and has done graduate work in computer science at the New Jersey Institute of Technology.

Melanie Harrell

Melanie Harrell, Business Manager
Ms. Harrell has more than 20 years experience providing program, financial, and contract oversight at MITRE. Her expertise includes direct work program financial oversight, indirect rate and variance analyses, cost proposals, task order negotiations, billing, and closeouts. Before coming to MITRE, Ms. Harrell worked for a small company developing computer-based training for the government.

Jim Inskeep

Jim Inskeep, VA/DoD Portfolio Manager
Mr. Inskeep is the portfolio manager for MITRE's support to the healthcare organizations of the Departments of Veterans Affairs and Defense. Since joining MITRE in 2000, he has supported the modernization efforts of the U.S Customs Service and the Veterans Benefits Administration. He has also served as a systems engineering practice leader for our Center for Enterprise Modernization. Prior to joining MITRE, he tackled healthcare issues at EDS and served as director of transition for the Navy Marine Corps Internet effort. Mr. Inskeep served in the United States Army for 26 years, the last 16 in such IT capacities as program manager for the Fort Belvoir Infrastructure Modernization Program, Chief Data Center Operations for the Army Central Clearance Facility, and other positions involving acquisition, telecommunications, quality assurance, and software development. He holds masters degrees in engineering management from George Washington University and computer science from the Naval Post Graduate School. He is also a graduate of the Defense Systems Management College.

Joy Keeler

Joy Keeler, HHS Deputy Client Relationship Manager
As a member of MITRE's Center for Transforming Health, Ms. Keeler plays a lead role in the health IT activities of the company. She also develops and implements strategies to help customers achieve national and organizational missions and goals. In her previous role as deputy director of the Agency for Healthcare Research and Quality's National Resource Center for Health Information Technology, Ms. Keeler was central to developing the agency's strategy, operational infrastructure, and partnerships. She also oversaw multi-year projects supporting the deployment of health IT. Prior to assuming the deputy director post, Ms. Keeler was associate vice chancellor for health affairs and chief information officer for the Medical Center and Health Sciences Colleges at the University of Illinois at Chicago, where she led a six-year strategic and technical drive to implement an advanced clinical information system. The Medical Center's electronic health record was honored with the Nicolas E. Davies Award of Excellence in 2001 and the Enterprise Value Award by CIO Magazine.

Allen Krotman

Allen Krotman, Business Development Manager
As a manager for MITRE's Center for Transforming Health, Mr. Krotman leads consulting teams in designing modernization strategies. He also develops the Center for Transforming Healths' outreach efforts. Since joining MITRE in 2005, Mr. Krotman has managed large programs for the Department of Health and Human Services. Currently, he is the MITRE project lead for the Healthcare & Public Health Sector Critical Infrastructure Protection Program. Mr. Krotman graduated with distinction from Purdue University with a bachelor's degree in computer science. He is a member of the National Emergency Managers Association, the International Emergency Managers Association, and the Healthcare Information and Management Systems Society.

Dr. Tom Neal

Dr. Tom Neal, Chief Physician, Health Systems
As chief physician for MITRE's Center for Transforming Health, Dr. Neal serves as the senior clinical healthcare advisor and technology integrator. In this role, he manages the clinical and non-clinical research portfolio and interfaces with the Department of Health and Human Services, the Department of Homeland Security, Office of Health Affairs, the Department of Defense, and the Department of Veterans Affairs. Dr. Neal is also part of the corporate biosecurity initiative and supports customers within the intelligence community. A retired United States Air Force Colonel with diverse experience in clinical and executive medicine, Dr. Neal previously was the chief medical officer at the National Security Agency and served on the USAF Surgeon General Staff and the faculty at the F. Edward Hebert School of Medicine in Bethesda, Md. Dr. Neal's research interests include behavior modeling, delivery of healthcare in austere environments and clinical advancements that support U.S. combat forces.

Gene Noble

Gene Noble, HHS-CMS Deputy Program Manager
As deputy program manager for MITRE's support to the Centers for Medicare & Medicaid (CMS), Mr. Noble brings a wealth of experience to his job. During his career at MITRE, he has advised sponsors on more than $10 billion of strategic acquisitions. He is a business-driven, results-oriented senior leader with more than 25 years of program management leadership. He and his teams have been responsible for designing, developing, and deploying complex technical solutions; turning around troubled operations; and introducing new products. His work experience spans numerous vertical markets, including defense, federal health care agencies, e-commerce, manufacturing, and wireless/wireline telecommunications markets. Over his career, Mr. Noble has developed a strong background in satellite, data communications, data center services, security service, and government acquisitions. He also has more than seven years of multinational experience in Mexico, Japan, Australia, and the Caribbean.

John Piescik

John Piescik, NIH Program Manager/MITRE Innovation Program Liaison
As the Center for Transforming Health's program manager for the National Institutes of Health, Mr. Piescik oversees projects for NIH institutes and centers such as the National Cancer Institute and National Library of Medicine. He is also the investment area leader for healthcare within MITRE's internally funded R&D initiative, the MITRE Innovation Program. Prior to joining MITRE, he was a senior executive in two high-tech startups, including a multinational voice over Internet application services provider. At a global software and systems integration firm, he co-founded an information technology consulting practice and a healthcare workflow systems practice and consulted extensively for federal civilian agencies. Mr. Piescik received a master's degree in public and private management from Yale University and a bachelor's degree in government from Georgetown University.

Bobby Porter

Bobby Porter, HHS Relationship Manager
As program development manager for MITRE's Center for Transforming Health, Mr. Porter builds and maintains the relationship between MITRE and the Centers for Medicaid & Medicare Services (CMS). His comprehensive knowledge of MITRE's capabilities and CMS requirements has helped expand the work program from one that focused primarily on IT security to one that now includes support in systems engineering, enterprise architecture, acquisition, program management, and capital planning and investment control. Since joining MITRE in 2001, Mr. Porter has served in a variety of leadership roles where his faculty for program development has helped develop new business initiatives for multiple centers. He came to MITRE after a distinguished civil service career in which he received 17 government awards including the National Performance Review Hammer Award in 1997.

Donald Sparrow

Donald Sparrow, Jr., VA/DoD Deputy Portfolio Manager
As portfolio manager for support to the Military Health System in MITRE's Center for Transforming Health, Mr. Sparrow provides strategic and operational planning as well as enterprise systems engineering support to the Joint Medical Education and Training transformation. He also supports the Medical Education and Training Campus in its efforts to implement BRAC-directed consolidation of enlisted medical training for the Department of Defense. Mr. Sparrow's previous assignments at MITRE have included project lead for Medicare Modernization Act support to the Centers for Medicare and Medicaid Systems, Enterprise-Wide Systems Engineering department manager, program manager for the Department of Defense's Joint Electronic Commerce Program, and senior strategic planner for MITRE's Global Information Grid council. Mr. Sparrow is a senior information management professional with more than 25 years of experience in enterprise engineering, systems acquisition, program management, life cycle management, systems and operational testing, and executive management.

Carl Zerambo

Carl Zerambo, Operations Manager
As operations manager for MITRE's Center for Transforming Health, Mr. Zerambo provides direct support to Executive Director Robert Jensen and oversees financial planning, financial performance, business development, and resource management. Prior to joining MITRE, Mr. Zerambo spent several years with Booz Allen where he was responsible for contracts, business development, and financial services. After leaving Booz Allen, Mr. Zerambo led his own consulting practice for five years, specializing in business process reengineering and organizational change. Mr. Zerambo has negotiated contracts, performance bonds, irrevocable letters of credit, and currency hedges in the U.S. and Canada, as well as in the former Soviet Union, Europe, Asia, Middle East, and Central and South America.
