HS SEDI is working with DHS to ensure America's resilience to natural and man-made disasters through an approach that is founded on proactive engagement at the community level, which builds whole-of-community resilience and supports local emergency management needs. Together, these elements will help create a nation that better understands the hazards and risks it faces, is prepared for disasters and national emergencies, and can withstand—and rapidly and effectively recover from—the disruptions they cause.
With emphasis on systems engineering and cross-cutting mission integration, HS SEDI is helping to improve national understanding of man-made and natural threats to the nation's critical infrastructure and key resources (CIKR). We are also working to sustain and improve effective CIKR partnerships and coordination mechanisms, provide a foundation for continuously improving national CIKR preparedness, and promote an infrastructure protection culture of organizational excellence consistent with DHS and national strategies. Major elements of our work include: 1) Organizational transition; 2) Identifying critical public roles; 3) Becoming a key part of state and local coordination; and 4) Identifying common challenges, problems, needs, and opportunities.

A federally funded research and development center (FFRDC) assists the United States government with scientific research and analysis, development and acquisition, and/or systems engineering and integration. Governed according to federal acquisition, regulations, FFRDCs operate as long-term strategic partners with their sponsoring government agencies. They are created by the government to address problems of considerable complexity, analyze technical questions with a high degree of objectivity, and provide creative and cost-effective solutions to government problems.
