Information Feasability: Using the Concept for Planning the Information Needs of Deploying Forces

ABSTRACT
Information superiority seeks to ensure that force elements
receive the right information at the right time to optimally
influence the outcome of an operation. Currently the ad hoc
planning for force information exchanges does not optimally
support early dominance and rapid mission success. This paper
proposes that Information Feasibility be used in advanced
planning of C2 information distribution requirements. Information
feasibility analysis is a concept that treats information advanced
planning requirements in a way that is very similar to that of other
force deployment needs. An example is provided using a set of
validated Information Exchange Requirements (IERs). The paper
concludes that an Information Plan derived from Information
Feasibility analysis and based on prioritized IERs, is the way to
improve advance information planning, especially in a coalition
environment where pre-deployment planning is often limited.
