ABSTRACT
The complexity and size of the integrated command and control system
make it extremely difficult for acquisition decision-makers to obtain
an omniscient view of the whole system. This view is necessary for examining
alternative design options.
This limited perspective deters the development community's understanding
of how a proposed "improvement" will integrate, augment and/or
supplement fielded capabilities. Thus, designs are developed which may
not satisfy user requirements. When expectations are not satisfied,
the communities are balkanized into groups that do not collaborate to
field effective C2 capabilities.
A new "visualization" process is described for evaluating
"improvements to command and control system".
