A Concept of Use for an Initial Integrated Impact Assessment Capability

ABSTRACT

This document describes a concept of use for an automated capability that can assess the impact on the National Airspace System (NAS) of multiple, interacting traffic management initiatives (TMIs). A prototype of an Integrated Impact Assessment (IIA) capability is being developed at The MITRE Corporation’s Center for Advanced Aviation System Development (CAASD). The initial IIA prototype models the effects of three specific types of TMIs: rerouting, miles in trail (MIT) restrictions, and altitude restrictions. Furthermore, it measures the impact of the proposed TMIs using primarily the metrics, sector volume and flight delay. This concept contains scenarios that illustrate the use of an initial IIA capability for en route and departure traffic flow management. It is expected that the initial IIA capability described herein would be implemented in the operational environment in the 2003–2005 time period. Issues involved in using an initial IIA capability are also discussed in this document.
