A Concept of Use for an Initial Integrated Impact Assessment Capability

ABSTRACT

This document describes a concept of use for an automated capability that can assess the impact on the National Airspace System (NAS) of multiple, interacting traffic management initiatives (TMIs). A prototype of an Integrated Impact Assessment (IIA) capability currently models the effects of three specific types of TMIs: rerouting, miles-in-trail (MIT) restrictions, and altitude restrictions. The prototype measures the impact of the proposed TMIs using primarily two metrics: sector volume and flight delay. Future versions of the IIA prototype will model other TMIs, such as Ground Delay Programs (GDPs), ground stops (GSs), and techniques for direct volume management, and incorporate other metrics as well.

The concept described in this document explores the operational uses of features currently modeled. Issues involved in using an initial IIA capability and areas needing further research are also discussed.
