ABSTRACT
This paper discusses the service availability criteria that representatives
of the Federal Aviation Administration (FAA) Air Traffic Organization
(ATO) have defined for air traffic control (ATC) air/ground (A/G) voice
communications in the Gulf of Mexico. In order to evaluate these criteria,
models that relate airspace coverage with the availability of ground-based
communications systems had to be developed. This paper discusses the
development of the models and their application to four en route sectors
in the Gulf of Mexico.
