ABSTRACT

Joint Vision 2010 cites the achievement of information superiority and dominant battlespace awareness as essential if the DOD is to retain its military advantage over adversaries. Recent Air Force Scientific Advisory Board studies on Information Management for the Warrior have yielded similar conclusions–we need to get the "right information, at the right time, disseminated and displayed in the right way so that commanders can do the right things, at the right time, in the right way….and faster than the other guy." This session is focussed on the DOD information management problem of getting all information sources able to contribute their information to all potential users, and to ensure the information is accurate and properly manipulated. Equally important is the presentation of the information in a useful way, which the AF plans to accomplish via generation of a Common Operational Picture. The commercial world is faced with similar problems and there are a number of emerging COTS technologies that offer the promise of contributing to the DOD solution as well–but it is not likely that the COTS will satisfy all DOD needs. This session will begin with an overview of what the Air Force is hoping to achieve in this area. Next will be presentations showing how ongoing research, and COTS/GOTS (such as XML products, portals and personalized web services) can be synergistically leveraged to improve the AF’s information management capabilities, and where additional research and investment is needed. Industry’s experiences and lessons learned will be sought. The goal of the session is to achieve a common understanding of the AF need and direction, and insight into what research and technology can contribute to successful evolution of the desired capability.
