Accelerating the Fielding of Capabilities for Combatant Commands

As senior Joint Force Commanders, CCDRs best understand how to integrate and employ capabilities to address JOPs in their specific theater. EA designation would allow CCDRs to ultimately review, change, and confirm the prioritization of capabilities for JOP resourcing as well as direct the resourcing towards integration requirements to ensure they are developed in a joint manner.
Although last year introduced transformative acquisition initiatives aimed at improving the fielding of capabilities for warfighters, CCDRs rely on external processes to meet their joint needs, even for JOPs, often leading to Service-centric solutions with joint integration as an afterthought. Having CCDRs assigned as designated EAs for resourced JOPs would ensure capabilities are delivered to the Joint Force without undue integration delays or domain bias.
