Drawing on insights from MITRE’s 2024 tabletop exercise—which simulated a prolonged, multi-region, multisector cyberattack targeting U.S. critical infrastructure—and recent threat assessments, this paper highlights how certain regulations, effective during normal operations, can hinder rapid relief in crisis scenarios. It outlines actionable recommendations for developing prepackaged waiver frameworks, expanding statutory reviews, and creating decision-support tools to streamline regulatory relief.
By engaging government and industry stakeholders and implementing sector-specific waiver packages, the paper aims to strengthen national resilience and ensure the swift restoration of essential services in the face of evolving threats.
