
Leveraging Streamlined Acquisition Authorities to Deliver Innovation to the Warfighter
Recent orders and directives require the Department of Defense (DoD) to prioritize commercial and streamlined acquisition and contracting processes to rapidly deliver innovative solutions to warfighters. By leveraging authorities such as Commercial Solution Openings, Other Transactions, and rapid acquisition procedures, the DoD aims to address longstanding inefficiencies acquiring and delivering innovative capabilities. These efforts focus on reducing barriers to entry for commercial innovators and expanding the Defense Industrial Base to integrate cutting-edge technologies.
Key challenges include budgeting and requirements processes, cybersecurity, open architectures, and facilitating access to classified information for nontraditional contractors, all while maintaining adaptability to meet evolving operational needs.
