Charles Peter Leroy

Vice President, Integration and Operations, MITRE Public Sector

Charles Peter Leroy is vice president, integration and operations, MITRE Public Sector (MPS). In this role, he works with MPS FFRDC leaders to develop and assist in the implementation of operational policies and practices to meet current and future mission needs. MPS operates five federally funded research and development centers for civilian government agencies. Leroy leads the integration of efforts across MPS and, in coordination with his counterparts across the company, focuses on workforce engagement, program execution, business development, financial management, and quality assurance.

Leroy is the former chief of staff, military and veterans’ health, for Leidos Health Group, where he was involved in program operations and oversight and worked with the company’s capture and business development teams, with an emphasis on formulating business strategy to achieve annual operating plan commitments. In his 17 years at Leidos (formerly SAIC), Leroy also served as vice president, Military Health Operations, and as program manager for the Department of Defense Healthcare Management System Modernization (DHMSM) program. In that role, he led a team dedicated to deployment of MHS GENESIS, the electronic healthcare record for the Military Health System.

With more than 25 years directing business development, strategy, operations, and project management in the defense and telecom industries, Leroy has significant experience in evaluating impacts of business decisions and operational performance to corporate financials. His previous roles include leadership positions at Verizon Communications, ReFlex Communications, and Sky View World Media.

Leroy was selected for Leidos’ Strategic Advancement of Internal Leaders program for the top 1% of employees and received the Leidos Chairman’s Award in 2017 for leading the DHMSM program.

Leroy holds a bachelor’s degree in finance, real estate, and law from California Polytechnic State University, Pomona, where he also served as a member of the peer review board for the College of Business accreditation. He also holds active certifications as a Project Management Professional and ITIL Foundation V3.
