We must transform our intelligence infrastructure to enhance decision-making and ensure U.S. strategic advantage by creating a portable and antifragile sensemaking framework to interoperate, innovate, and scale to protect vital resources across agencies.
Intelligence After Next: Creating Interoperable And Antifragile Digital Platforms: A New Paradigm For Sensemaking
U.S. intelligence capabilities are significantly hindered by outdated technology and fragmented data infrastructures, limiting effective decision-making across the Intelligence Community (IC) and its partners. This paper proposes a transformative approach to overcome these challenges by developing a Sensemaking Infrastructure Framework (SIF). The SIF integrates a Federated Sensemaking Digital Platform, an Analytics Interoperability Services Suite, and a Data and Analytics Factory, providing a robust, scalable, and adaptable infrastructure. By embracing these engineered solutions, the IC can enhance collaboration, streamline analysis, and deliver timely, actionable intelligence. The framework promises to empower analysts with advanced tools while preserving local agency autonomy and ensuring data protection, ultimately advancing the nation's intelligence capabilities.
