MITRE Taxpayer Filing Preference Surveys

For more than two decades, MITRE has been conducting analysis and providing recommendations to the Treasury Department and the Internal Revenue Service through the Center for Enterprise Modernization, a federally funded research and development center (FFRDC) that MITRE operates.

As an independent adviser with no commercial interest, MITRE provides our government agency sponsors with organizational advice, long-term institutional memory, and deep technical know-how. This unique role is embedded in the Federal Acquisition Regulations (FAR), which encourages FFRDCs to “maintain currency in its field(s) of expertise, maintain its objectivity and independence, preserve its familiarity with the needs of its sponsor(s), and provide a quick response capability.” 
 
To better understand the opinions of taxpayers who may benefit from current no-cost filing services and potential alternatives, MITRE and YouGov, an international research data and analytics group, conducted a public opinion survey in December 2022. The survey of 2,000 U.S. taxpayers who used tax preparation software or an online service to prepare and file their 2021 federal tax returns is published here to help inform the public interest discussion about the IRS’ services and capabilities.  
 
While this survey was not commissioned by the IRS, MITRE shared the survey with the agency in April 2023.
